the forecast for today is going to feature mainly sunshine to start. then a little bit of cloud cover into the afternoon. green weather alert today. yellow for tomorrow. i think the light snow showers start prior to midnight. by the time we get into the middle of o the day on saturday after about an inch to two inches of accumulation that snow will change over the rain. olga a couple of new problems to tell folks about. crash in maryland is on route 29 columbia pike just a little bit north of randolph road. and the northbound lanes impacted with the fire rescue response. northbound one lane squeezing by to the right also appears there are some of other response on the left side on the westbound. the lanes impacted here on 29 at musk grove road. also got the water main break to deal with on 355 southbound at bethesda. southbound at cedar lane one lane squeezes by to the right. but they continue the repairs there. an apple crashed westbound 50

near route 2. the left lane still blocked each way here crash clean-up there. virginia drivers it's been 95 northbound hung up near the occoquan with a crash on the left side. the delays near the prince william parkway. heading north of lorton though into springfield. everything open on 395. back to you. last half hour we gave you a rare glimpse inside the science behind the field sobriety tests. what officers look for and how it all works. >> now we look at the science in action as the officers and our cameras leave the lab and hit the roads. delia goncalves has the exclusive ridealong with park police and this was really interesting. >> reporter: you know, when i spoke to park police during the day, they said these are the signs and this is what we see. we literally saw it all on the roads when we were out with them. this is the holiday season and so certainly very busy for them. unfortunately, when you take a look at this video, it is rare but it does show us just how widespread the problem of drinking and driving is on our

local roads. ♪ we first met park police sergeant during the day. >> it's like i say to everybody it's a front row seat to the greatest show on earth. >> reporter: he said his best work at night. so he invited us out friday night to bw parkway. >> we're stopping people that have alcohol levels that are on average a .16 which is double the legal limit. >> reporter: the shift starts off slow for the trained drug recognition expert. >> these tags are not legit. >> reporter: but officers never know what to expect when they pull over that next car. >> when you start reaching in the backseat i don't know what you reaching for dude. make sure i see your hand at all times. >> reporter: as the night progresses. >> i haven't been convicted of anything. i'm not a bad person.

>> you're killing me man. you have an condition al bris let -- ankle bracelet and everything like that. >> reporter: to these seasoned experts, the signs are obvious. >> pull that over. >> reporter: police say on a typical weekend night one out of seven drivers leaving a local bar is a dwi. the average violator drives under the influence 80 times a year. that's once every four to five nights. >> how much you had to drink tonight? >> i had one drink. >> you had just one drink? hold your head still. >> reporter: this dre can tell after the eye exam the driver is above the legal limit. >> he has a slurred speech. red watery bloodshot eyes. he has present all six clues. you're not in charge, i am. >> reporter: and here's a little known fact. you can refuse a breathalyzer except when you're driving on a federal road and stopped by a federal officer. bw parkway and park police meet

both standards. >> let me give you a roadside breath test to see if you're fit to drive. >> i refuse it. >> you're going to be placed under arrest for driving under the influence of alcohol. >> reporter: with each arrest the sergeant hopes to keep people alive. because out of every 40,000 deaths on the road annually. nearly 12,000 of them are caused by drunk driving. it is pretty staggering. if you look at that video. you see the driver -- driving along in a flat tire. >> on a flat tire. already pulling one person over and there goes another right by. >> he's passing a line of police cruisers. >> with the lights on. >> with the lights on and you know he is driving on a flat. that they say is one of the telltale signs you'll see that a lot. people driving on the highway with the headlights off. the sergeant tells me that was last weekend. he arrested five drunk drivers in two days. he alone that one officer. >> yeah. >> the statistics are staggering too you talked about

how many times a week the drunk drivers drive. >> when you think of the weekend and then the holiday season is coming up. it's a major problem and you understand why the officers are so passionate. >> don't forget free cab rides coming up. >> absolutely. >> check on that. thanks delia. good stuff. good stuff. general norman schwarzkopf died after suffering complications of pneumonia. he was known as storming norman after iraq invaded kuwait in 1991. general schwarzkopf was 78 years old. only three days until we hit that deadline when the big tax increases and spending cuts are scheduled to kick in. the fiscal cliff of course. president obama and congress got back to work yesterday trying to find a deal to avid the cliff. there were signs of hope and signs of discouragement as both sides agreed to talk but again, both sides blaming each other for the stalemate. the president will host a summit at the white house today.

tara mergener is on capitol hill with more. >> reporter: the fiscal cliff is still a few days away. but business owner don says he's already feeling the impact. >> a lot of our customers are holding back. they're apprehensive. they are not committing to projects. they're not -- you know they're waiting to see that's going to happen with the fiscal cliff. >> reporter: and hope is fading that congress can get a deal done before tax hikes and spending cuts kick in january 1st. >> i am not optimistic. >> reporter: even congressional leaders are skeptical. >> the american people have a right to be very upset with this congress. >> reporter: president obama has invited nancy pelosi, john boehner, mitch mcconnell and harry reid to the white house this afternoon for a fiscal cliff summit. >> here we are. five days from the new year, and we might finally start talking. >> reporter: today's white house meeting might be the last chance to come to an agreement. that's because it takes time for a bill to work its way

through both chambers of congress. >> i don't know time-wise how it can happen now. >> reporter: under senate rules the onlyway a bill could come through the you woulds in time is if every senator agrees not to slow the progress. the house will be back here sunday night giving them just more than 24 hours to vote on any bill the senate works out. outside the beltway, don will be watching. >> everybody's kind of in a wait and see and finger crossed perspective right now. >> reporter: since 1930, this is only the fifth time congress has worked after christmas. tara mergener, for cbs news, washington. time right now is 6:07 and i'm watching your money. we're going to have to see if wall street can finally ends its losing streak today. stocks have been down for four trading sessions in a row and yesterday did have the deposit of territory briefly after lawmakers agreed to meet sunday to discuss the fiscal cliff. but the dow actually fell 18

points, the end of the trading day. the nasdaq dipped by four. so far this year individual investors have pulled $150 billion out of the stock market for the third year in a row. constitutional investors -- institutional investors however, they've been adding to their stock positions. they've poured more than $80 billion into stocks so far this year. mortgage rates fell to near record lows this week. freddie mac says the average rate on a 30 year loan slipped to 3.35%. that's not far from the record of 3.31% we reached about a month ago. low rates are making home buying more affordable and allowing more americans to refinance their loans. and more americans are shifting to e-books nowadays. the pew research study finds 23% of americans have read an electronic book this year. that's up from 16% last year. at the same time, readers of traditional books dropped from 72% to 67%. about a third of americans own an e-book device or tablet such

good morning, i'm meteorologist olga breese starting out with partly cloudy skies this morning. we'll see some sunshine through midday. then the clouds build back in later on this afternoon. highs will only make it into the lower to middle 40s. it will be chilly with north winds near 10 miles per hour. olga, we're checking out the ride for folks in mad along the 29 -- maryland along the 29 corridor. columbia pike 29 just north of randolph road to the crash. the left side of the roadway's been impacted each way there with that crash clean-up. be careful there. northbound 95 hung up too in woodbridge. the crash at the occoquan. the next timesaver traffic at 6:19. back to you guys. welcome back. well, we've been talking all week about trying to get ready new year's eve parties. yesterday we did fashions what to wear and what not to wear. >> today all about the hair and as mike knows all so well if you have a bad hair day it can ruin your night? he's the star of the reality tv

around the tie that you have. you know to sort of disguise it. and then you can either have this to the side or you can do so much with this. even though it's simple you know you can have this going back or you can have like -- you can see more height up in the top. so and also like you know, if i have a pins here and we can take this and you know twist it around. and make like a little side bun. >> the side buns are really popular right now. >> yes and this sort of goes in with holiday as well as the inaugural stuff. the ball and stuff coming up you can get cute with it. >> you can put jewelry and stuff in there right? >> yes. >> i'm so jealous of her hair because i don't have that kind of hair. what can we do with girls who don't have long luscious full beautiful hair? >> bam. >> bam there it is. >> it's just that simple. >> all right. guys who don't understand what those are, that's an extension right? how do you attach those? >> those are things like

that kind of thing. what's an idea as far as trying to get a great' do for that? >> if it's something like that i would suggest going to a stylist. don't try to make yourself look that cute at home. >> speaking of style itselfs you were sty -- stylists you were styling hair in the washington area today and tomorrow and over the weekend as well. >> nival salon and spa. >> where is where again? >> chevy chase. i'm expected to meet everyone and you know it's just going to be a fun deal like two days. >> if you love the show you can meet him in person. he'll be all right next couple of days. -- there for the next couple of days. weather or question of thedy here? weather first. let's go over to olga and check it out olga. very cool temperatures this morning. mainly cloudy skies from the michael & son weather camera. we're definitely looking at a chilly 36 at reagan national but feeling like the lower 30s near 20s for most of us. today features a lot of sunshine. i think after 9:00 to 11:00 we are mostly sunny but by midday clouds will start to move on in. this will be temporary. not too bad to the 5:00 hour but we'll top out only in the

40s for today. again feeling pretty brisk. right now it is 33 at vienna and fairfax. reston we're seeing about 32 for fairfax and 35 south of the beltway. in all though it will remain partly cloudy to start out today but notice that we're starting to get just a little bit of break in the cloud cover as all of this is lifting to the north and the east. so far we're being controlled by high pressure today. but that is sliding off the coast and it's going to clear the way for the weekend winter storm coming in our direction. right now we're in the 30s. dress accordingly as you step out and about. forecast for today, well, it's a little bit tricky getting into tonight. today sunshine, will last through much of the morning. a few passing clouds but overall sunny by the 6:00 hour. and as we bet into the overnight that's when i'm tracking the changes the clouds take over. and by about 7:00 a.m., we're seeing this rain snow line. now this is a very tricky forecast. we're only expecting 1 to 2-

inches of accumulation. but south and east of the district, likely less because it depends how far north this rain/snow line moves. right now we have a light dusting of snow into the morning. mid-morning but it does lift off very quickly. so this is not going to be a major event for us. but it will be a little bit sloppy if you have early morning plans. today's temperatures, right around 40 degrees for most of us. a little warmer in the city center. in all a fairly nice finish to the week. groan weather alert day. very nice conditions into the afternoon. we'll build on the clouds overnight tonight and then the snow showers will begin prior to sunrise. yellow for saturday. but back to green on sunday where it will be a little bit breezy and much cooler. temperatures struggling to get out of the upper 30s. seven day forecast is seeking a little bit of improvement once we get past the early morning and late morning snow showers on saturday. we will see a little bit of a clearing overnight into sunday. however, sunday's temperatures very cool in the 30s. and if you are headed to the stadium for the big game on

sunday night, it is going to feel chilly. temperatures drop into the 20s in the late afternoon early evening. beverly? olga we're checking out the ride maryland drivers with a couple of issues, the 29 corridor between burtons zillionth and white oak dealing with a crash just north of randolph road. the left side of the roadway has been blocked in each direction there. right side of the screen there is northbound traffic where traffic can squeeze by to the right. the southbound to southbound lane in the left lane as well. southbound 355 bethesda. jammed up inside the beltway. those water main breaks that continue in front of nih at cedar lane. only the right lane getting by. and the delays there on 355. we've also been dealing with the bailout traffic on to old georgetown road. that's the other option. back into springfield, northbound 95 if you get on from lorton north just fine. but the crash just north of the occoquan continues to tie up the left lane with the delays coming up in the prince william parkway. -- from the prince william

southbound 355 travelers leaving rockville into bethesda. think about old georgetown road because i'm show you the backups southbound 355 to get to water main repairs ongoing in front of nih and walter reed at cedar lane. only one lane is able to get by. we were just looking at becomeups. -- backups, the traffic management center. there we go the lineups just inside the beltway on southbound 355 trying the squeeze through there. maryland beltway has been uneventful thankfully. the 29 crash north of randolph road and perhaps northbound 29 now. the southbound lanes have reopened and 301 at smallwood drive: they were cleaning up from an ice related crash each way it was the left side of the roadway that was blocked in waldorf. virginia 395 northbound across the occoquan. that's now moved to the shoulder but the delays to the prince william parkway and beyond that only brief delays into springfield and on to 395. the lanes have been open on 66 only brief slowdowns into centreville. everything open into the beltway into falls church.

weekend. it is the holiday season and people are going out the o afterpies -- out to parties but don't get behind the wheel if you have been drinking. >> we've been talking all morning about the science behind the field sobrieties test. we had the ride along and great stuff so far this morning. what's up for this half hour? >> police are very passionate about this subject of drunk driving. and trying to get these people off the roads. and essentially we're going to have some very emotional interviews coming up in the next 15 minutes with a sister of an officer who was killed and his co-worker who was there at the time. officer h akeem farthing, he was just on the force two years. while investigating a deadly crash on the bw packway near the new york avenue ramp, 20- year-old welch who was drunk herself drove over cones and flares and killed farthing instantly. welch was found guilty of

manslaughter and sentenced to five years but you will hear from his sister, that was certainly not enough. she says that woman was driving recklessly and ruined her family's life. and so obviously these officers and agent farthing very passionate and we'll be talking to folks you know emotionally on an emotional level. this is the real life impacts of what a drunk driver does on the roads. >> it can devastate families and that's one of the reasons why they're so passionate about stopping it. >> absolutely. president putin did indeed sign a bill banning americans from adopting russian children. now this comes as part of the country's increasingly confrontational stance with the west and it's angered some russians who say it's victimizing children just to make a political point. it locks dozens of russian children now in the process of being adopted from american families from ever leaving the country. president obama will host a

fiscal cliff summit at the white house today. he has invited the top republican and democrat from the house and senate. they're just a few days left before a series of tax hikes and spending cuts will kick in. many of which economists say could push the country into another recession. the senate got back to work thursday and the house will be called back in to work for a session on sunday. a looming dock worker strike threatens to hurt the economy as well. longshoremen are locked in negotiations with shipping companies over the royalties paid to workers for each ton of cargo they move. a shutdown would impact 15 ports along the east coast and the gulf. and officials estimate it would cost $1 billion a day. a new york city hospital evacuated during superstorm sandy reopened today. it's the first time since the storm hit that nearly all of the services at nyu's medical center are finally back up and running. the manhattan hospital had to clear out 300 patients after it

lost generator power during the storm. since early november only some of its outpatients facilesies have been operating. after a hyattsville man tried the take his own life a calm and cool 911 dispatcher, a mother's prayer on facebook and the power of love and friendship seems to have saved him. david dawson wants to help others considering suicide to learn what he's been through. our debra alfarone spoke to dawson, his mom and the dispatcher. >> i just wanted already to get somebody here right away. i knew he needed somebody right away. >> reporter: linda dawson needed a lifeline. one month ago her son david tried to kill himself. he called 911 and it was the tough u.s. day of her life. >> i took a deep breath and she started counting. >> one, two, three, four. >> and she had me count with her. >> okay? >> one, two, three, four. and i continued the cpr the whole time. >> reporter: miles away first time mom to be and prince

george's county 911 dispatcher edwards kept calm. >> ma'am you can take the decompressions, somebody open the front door. one, two, three, four. >> reporter: linda managed to get david's heart beating before ems arrived. >> is he breathing? >> yes yeah. >> we get to the hospital and at the hospital he flatlines three more times. >> reporter: what followed was three more days of doctors with bad news. >> from then on that he wasn't going to make it and i didn't want the hear that. >> reporter: linda poured out her heart to family and friends on facebook. >> i asked him if they could come up and visit him and talk to him and touch him and over 60 people came and saw him that day. it's a miracle. definitely miracle and i'm thank. for everyone that helped. because you know what? i wasn't going to let go of him. i wasn't going to let go of him. this was my child. >> reporter: david is doing fine. the 24-year-old says he took

meds to try and end it all after battling years of chronic testicular pain. he says the outpouring of love and care showed him the value his life had. >> all my friends have told me after that they're like you know. you're one of the best friends i've ever had. they put things in perspective. >> reporter: not many people live to hold a book of their own eulogies. >> i miss you so much. i just can't wrap my head around this. >> reporter: david won't let his go. >> it makes me feel like i have a purpose to be here ask i believe that's to prevent other people from committing suicide. >> reporter: from the darkness into the light it's a lesson not many learn but one david says he'll never forget. >> i'm glad that he has new outlook on life and he can take that experience and change the way he -- the way he is every day. >> reporter: debra alfarone, 9news now. >> coming up, we're going to have more from delia goncalves and her in-depth reporting on drinking and driving ahead of the holiday.

it is 6:43. friday morning, if you're just waking up you know what? @ a beginning of the nfl -- at the beginning of the nfl season nobody thought the redskins were going to make the playoffs except a few to have diehard fans, now it's on the line again. who else but the cowboys sunday night. that also means people are going to be outside sunday night and we have a weekend ahead of us to worry about the weather and what are your thoughts? >> only attended one game with the redskins in december and i swore i'd never do that again. rather watch it at home in the warm. folks who are going to be heading out though little bit brisk on sunday. even snow showers on saturday. but more on that in the extended forecast. this morning temperatures are brisk in the 30s for most of us. we're talking about partly cloudy skies but sunshine through midday. that will give us the opportunity to warm up out of

the 30s into the 40s. i think we hit 40 degrees by about noontime. but in the afternoon, cloud cover will start to roll back in. and that will definitely cut off these temperatures roundabout the lower range to middle 40s. i think most areas north and west will only see about 402 degrees for today. reagan national close to 44 or so-so. then overnight tonight really dip down in the temperatures back into the lower range 30s and even the 20s north and west. satellite and radar i'll put this in motion. we're getting a little bit of a break right now. we will definitely feature some sunshine in the afternoon and early evening hours before that cloud cover socks us in overnight with the snow showers arriving. right now we're in the 30s right at the freezing mark for gaithersburg. but it is feeling more like the middle 20s and below the further you go north and west. overall for today though our forecast tracker is definitely going to keep us in the clear until the early afternoon. about 6:00, 7:00 we'll see some

changes. cloud cover moves on through. we're watching this rain/snow mix very carefully. notice how it's just at the beltway. this keeps shifting on every model run. some areas west of that moves over to snow. north and west more likely to see about 2 inches of snow in the opinion handle of maryland -- panhandle of maryland and western virginia could even see 3 inches. clear out quickly on saturday afternoon and by sunday morning not too bad. the temperatures will go back into thes. right now a high today in the 40s. green weather alert for today. yellow tomorrow because of the snow showers switching over the rain in the afternoon and back the green on sunday. overall it's breezy start to the weekend. very brisk on sunday. struggling to lit that 40- degree mark i think we'll hold in the upper 30s which moans after sunset for the 8:30 kickoff stadium it will be in the hoe 30s and feeling like

about crashing down on the widespread problem of drunk driving we have in the dmv. here isasha farthing and sergeant of the police department. i didn't get a chance to meet your brother officer farthing with the park police. but lots of folks are very passionate about him. and he was your big brother. >> yes. >> tell me about what happened. we know he was killed ten years ago? >> ten years ago august 10th. 2002. underage drunk driver struck and kimmed him outside of his police vehicle while he was assisting with another prior accident. >> 28 years old. >> 28. >> two years on the force. >> right. he went to work and he never came back home. >> we talked on the phone and you said listen, i'm going to keep it real. i mean these people -- destroy lives, she was reckless. she ruined your life. >> she ruined my life. she ruined my parents' lives, my nephew will never know his

father and now he's a teenager where he needs his father and because of her judgment, no one has him now. his friends, family, everyone. >> it's been ten years. >> uh-huh. >> does it get any easier? >> you manage but it doesn't get any easier especially around the holidays it's hard. >> lieutenant, you were there that night. you had gone to assist. >> yes. >> it started out as a crash investigation. is this one of the reasons why when we spoke on the phone, you were so passionate about this subject? and about the fact that you know, this -- this problem is just huge. >> in the washington metropolitan area, it is. it is outrageous amount of drinking and driving that goes on on a daily basis. it's obviously increased now with the holidays and yes, this accident crash not an accident, this crash i re-examined what's

a priority for us. and rededicated my life and tried to every day do something we can to honor his memory and to try and do something about this problem we have with drinking and driving in this area. >> we know the station is named after officer farthing. there are awards in regards to the arrest made for drunk drivers. in his name. how has it -- how has it affected you personally when you're out on the roads? >> for ten years after he was killed, well, eight of it actually, i worked midnights up on the bw packway after that. shortly after he was killed. i was assigned up there. and every night that i went to work, driving through that area, i can resee that scene over and over again every time going through there. and to hear people night after night try and minimize what their actions are based on the

poor choices they made that it's not a big deal is very frustrating. >> yeah. you have limited time now so i just want to ask. we are heading into the holiday season. another big weekend is coming up. i guess the both of you, what would be your message to those out there about drunk driving and you know they want to party. but don't take it on the roads. what would if your message? >> be responsible. don't drink and drive. designate a driver. there's a lot of problems in the area like sober ride. just dial 1800-200-taxi and they get a free ride home. they don't need to make the choice. >> and ashs it still hurts ten years later but what would you say to someone to keep them off the roads? >> just be safe. you're going to drink. it's the holiday weekend. but stay at your friend's house. have a designated driver. just make the right choice. >> okay. thank you so much for being here. i know it's painful during the
